I strongly suggest you ask on opensuse-programming as you'll have a much
better chance of getting a competent answer there.

I'd strongly advise you to build RPMs, i.e. take the php5 .src.rpm from
factory, modify the .spec to suit your needs and then build the rpm.

Then you usually don't need to pass any path as configure tests usually
find libraries if they're installed in standard locations.

Then php5's configure only looks in /lib and not /lib64 and configure.ac
definitely needs to be fixed.

Again, examine the .spec file for our (SuSE/Novell) php5 package.

Nothing. But with so little knowledge I'd really advise you to take
existing source rpms and rebuild them for your system.
