That does rely on the user downloading the DVD instead of a CD[0]. Some people may choose not to, restricting themselves to using either the Gnome or KDE CDs. [0] Well, not really. They do have to know how to add additional repositories as installation sources right from the beginning but, once the OSS and non-OSS repositories are added, they can have the same choice as if they used the DVD.
