An alternative to policyd-weight would be postfwd (www.postfwd.org)

The difference between the two is, polw has a rather static scoring
mechanism where you can adjust scores, while with postfwd you
can define own rules (postfwd does not have all checks that polw has).

However, both would meet your criterias.
