I believe it's turned on. I have the following in master.cf:

smtp inet n - - - - smtpd
-o content_filter=clamsmtp:[127.0.0.1]:10024
-o receive_override_options=no_address_mappings

clamsmtp unix - - n - 16 smtp
-o disable_dns_lookups=yes

127.0.0.1:10025 inet n - y - - smtpd
-o receive_override_options=no_unknown_recipient_checks,no_header_body_checks
