We're using this with the same goal as Michael (offloading to "slow mail
servers" which larger queue disks), but it works pretty bad with things
like greylisting.

It would be interesting to have (something like) smtpd_fallback_relay only
apply to mails that have failed to deliver N times or for N hours/days.
