No, this is just a continuation of a process that has been somewhat stalled since Danny Smith resigned his formal MinGW.org capacities. (Danny continues to improve GCC as the Windows co-maintainer of the upstream project.) Part of the delay is making sure the MinGW-local improvements that were made during 4.2 still work well enough in 4.3. In the future, we'll try to avoid this situation by getting improvements into the upstream sources before they are added to the local patch set; our testing periods will coincide with GCC's testing periods, so MinGW will release its GCC at the same time as upstream project does.
