I haven't noticed any slowness when downloading files using FF2.x and
Vista Home Premium.

For a similar problem on another computer (Windows XP, though), the
solution was to update the network adapter's driver (see
http://kamhungsoh.com/blog/2007/11/very-slow-ftp-download-fixed.html).
