What I recall, from the last time I looked into a similar issue, was
that the page author was *too* specific, when specifying the version number.

If you look at the Java listings in about:config, you will see multiple
.dlls, covering the different versions. I'll just show one, as an example:

Java(TM) Platform SE 6 U2 [I see that I need to update this one, U3 is
now available.]

File name: npjava13.dll
Java Plug-in 1.6.0_02 for Netscape Navigator (DLL Helper)

MIME Type
application/x-java-applet;version=1.3.1
application/x-java-bean;version=1.3.1
application/x-java-applet;version=1.4
application/x-java-bean;version=1.4
application/x-java-applet;version=1.4.1
application/x-java-bean;version=1.4.1

So this plugin, npjava13.dll, even though it is part of the Java Plug-in
1.6.0_02 package, is the one that would be called when the version
specified is 1.3.1, 1.4, or 1.4.1. This will work as long as the author
specifies these version numbers.

But, suppose that the author specifies 1.4.1_03? In that case you would
be prompted to download it, because it would be looking for that
*specific version only*, even though the 1.4.1 version that is installed
should have all the updates to the 1.4.1 series included.
