You don't need an enhancement to Firefox. Unless you classify
extensions as enhancements, but the extensions already exist.

#1. Your choice is to choose before the download starts
Tools, Options, Main, downloads: ...

default download location would be set in about:config
from the above, but you can see by
filter on browser.download.dir

for additional functionality you can use an extension

#2. You customize toolbars very similar to other applications,
in Firefox use View (menu), toolbars, customize
or just like in IE you can right click on the menu bar
and choose "customize" from the context menu.
