RFC 1876 provides a way to do so (but do note that some steps in it
are not mandatory for the LOC client). Read section 5.2 "Search
algorithms".

Basically, you have to set up a PTR record for the prefix (set the
addresses to zero) and then a LOC on the associated name.

Here is an example, as displayed by query-loc
(http://www.bortzmeyer.org/query-loc.html):

% ./query-loc -v -d 3 130.104.3.2

This is ./query-loc, version 0.3.1.

130.104.3.2 is an IP address and math-recto-verso-b034.math.ucl.ac.be is its official name
No LOC record found for the name math-recto-verso-b034.math.ucl.ac.be, trying addresses
Trying address 130.104.3.2
Testing address 130.104.3.2/0.0.0.0
Testing network 0.0.104.130.in-addr.arpa.
LOC record found for the name uclouvain.sri.ucl.ac.be
LOCation for 130.104.3.2 is 50 40 13.800 N 4 37 03.200 E 110.00m 30000.00m 30.00m 5.00m
