Try this overlay:
http://overlays.gentoo.org/proj/java/browser/junkyard/dev-util/eclipse-gef-bin?r ev=5012

But according to the eclipse documentation most of its plugins(like
eclipse-cdt) can be installed via "Help -> Software Updates" menu in eclipse
