If a testsuite fails for a target, should I write a new PR for it, or
just send an email to gcc-bug? Also, should I do so for all
unexpected failures?

I ask because for x86_64-pc-mingw32, we are getting down to
double-digit failure counts, and we could use some help to go the rest
of the way to zero.
