OK, I found the culprit. Seems that man jail(8) may be polished a
little. From man jail(8), section "Starting the Jail":

It is possible to have jails started at boot time. Please refer to the
``jail_*'' variables in rc.conf(5) for more information.
-----

I propose to add the following note to man jail(8):
-----
Note: those variables override sysctl values (both current and from
/etc/sysctl.conf).
